RATES ROSE INTO OCTOBER. PEAK SEASON HAS ARRIVED.

Dry van hit $2.28/mi and rejections firmed to 12.6% heading into Q4. Some models call it quarter-end noise that fades by November. History disagrees: Q4 is when rates climb, not retreat — holiday restock, Thanksgiving compression, drivers going home. Lock capacity now. Also this week: parcel demand fees stack from Oct 25, and 20,000 drivers are parked on English-proficiency checks.

The Top Story

The October Rate Bump Isn't Noise. It's the Starting Gun.

Dry van spot rates rose into October 1 — $2.28/mi, up from the summer trough. You will hear two explanations this week. The comfortable one: it's a quarter-end pop, shippers rushing freight out before the books close, and it fades by November. The honest one: it is October. Q4 is peak season. In every normal year on record, spot rates climb from early October through the week of Christmas — holiday retail restock, Thanksgiving-week compression when drivers go home and freight doesn't, and winter weather pulling trucks off the road. Betting on a mid-Q4 rate fade means betting against every year's seasonal pattern at once.

The supporting numbers all point the same way. OTRI — the share of contracted loads carriers reject — firmed to 12.6% heading into the quarter turn. Rejections rising into October is the classic peak-season tell: carriers smell better-paying freight and start saying no to cheap loads. Load-to-truck sits at 9.8 — nearly ten loads posted for every available truck, versus 6.6 a year ago. Demand hasn't blinked: ISM printed its ninth straight month of manufacturing expansion and freight spending is still running +24.6% year over year. Supply, meanwhile, keeps shrinking — the March CDL rule's driver hole, a bankruptcy wave that thinned the carrier base last month, and 20,000 more drivers parked at roadside since May. More freight, fewer trucks, peak calendar. That math goes one direction.

Yes, short-horizon forecast models show rates settling back toward $2.24. Treat that as a floor, not a destination — mean-reverting models miss holiday compression every year because compression is an event, not a trend. The structural story hasn't changed since August: spot is +45.6% above a year ago, the high floor is built on a real driver shortage, and no supply relief arrives before Q1 2027. The move for a VP of Supply Chain this week is the opposite of waiting for a dip: lock Q4 surge capacity and close 2027 awards now, while October pricing is still the cheapest pricing you will see this quarter.

Assessment

ASSESSMENT: October's rate rise is the front edge of peak season, not quarter-end noise. With rejections firming, demand expanding, and supply structurally cut until at least Q1 2027, the risk to Q4 budgets is to the upside. Lock surge capacity and 2027 awards now — every week of delay prices against you through Thanksgiving and Christmas.

Nobody ever saved money waiting for rates to fall in November. Lock it in October.

02Parcel

Parcel Peak Fees Start This Week. You Have Three Weeks Before the Expensive Part.

Peak-season parcel surcharges arrive in two waves. The first starts now: USPS raised prices October 4, and UPS handling surcharges are already live. The second wave is the one that hurts — per-package demand fees hit UPS and Amazon on October 25, FedEx on October 26, and they run through mid-January. That means your holiday returns get taxed too.

The move is simple: ship early. Any replenishment or B2B parcel volume you can push out before October 25 skips the demand fees entirely. Two more levers: shift volume to USPS lanes where the Oct 4 pricing still beats a fee-loaded UPS or FedEx label, and ask your carrier rep for fee caps or waivers in exchange for volume commitments. Those deals are gettable right now — UPS deliberately shed 3.3% of its volume this year, which means the customers it kept have real leverage. You're one of them. Use it.

20,000 Drivers Are Off the Road for English Proficiency — a Quiet Cut to Peak Capacity.

DOT says more than 20,000 truck drivers have been placed out of service since May for failing English-language-proficiency checks at roadside. And this isn't a one-time sweep: FMCSA is drafting a rule to make ELP a permanent out-of-service trigger. If that rule lands, those drivers — and more like them — stay parked. That's capacity leaving the market with no bankruptcy filing to warn you, and it lands exactly when peak season needs every truck.

Why it matters for your bids: a carrier's truck count means nothing if the drivers behind the trucks can be pulled over and parked in the middle of your holiday surge. Before you sign 2027 awards, ask every bidding carrier two questions — what's your out-of-service rate since May, and can you document your driver pool? Carriers with a clean answer are the ones whose capacity promises will hold through Q4. The question costs you nothing and tells you everything.

The Orders

Week 41 · Four Urgent — Two on Watch
1
Urgent
Lock Q4 surge capacity this week.

Rejections are rising into peak and rates climb from here through Christmas in every normal year. October pricing is the cheapest you'll see this quarter — secure Thanksgiving and December capacity now, not in November.

2
Urgent
Close 2027 awards before compression peaks.

Price off the $2.20–$2.30 floor, but don't wait for a dip that peak season won't deliver. A carrier signing in October signs cheaper than one signing against a Thanksgiving spot print.

3
Urgent
Ship parcel volume early — before October 25.

Per-package demand fees start Oct 25 at UPS and Amazon, Oct 26 at FedEx. Every package you move in the next three weeks skips the most expensive layer of peak pricing.

4
Urgent
Ask bidding carriers two driver-pool questions.

What's your out-of-service rate since May, and can you document your driver pool's ELP exposure? A truck count isn't capacity if the driver can be parked at roadside mid-peak.

5
Watch
Watch OTRI through late October.

If rejections push past 15%, compression is arriving early — accelerate any open awards and pre-book Thanksgiving-week freight immediately.

6
Watch
Track the FMCSA English-proficiency rule.

If the proposed rule publishes before year-end, 20,000 parked drivers becomes a permanent supply cut. Revisit your 2027 capacity assumptions the week it drops.
